As you are aware on December 7, 2011 President Obama and Prime Minister Harper released the details of the Canada/US Perimeter Security and Economic Competitiveness Action Plans, which included the details of the Beyond the Border Working Group and the Regulatory Cooperation Council. As reported at the time, CME and our partner organizations in the Business for Better Borders, across the US and through the Canadian Manufacturing Coalition, were able to achieve significant progress on many of our key areas of focus.

 

While the list of our recommendations included in the action plan is significant, the main broad based objectives of the full alignment of trusted trader programs (including improving benefits and tiering of shipments at the border, and a US pilot of the existing Canadian Customs Self-Assessment program), implementation of a single window reporting systems, and improved facilitation for business travellers were all included. For your information we have attached a list of all recommendations put forward to the BBWG, an indication of their inclusion in the Action plan, and the timeframe for completion. There is also a separate attachment that includes a complete list of all actions of the BBWG and RCC and their estimated completion dates.

 

Over the past several weeks CME has been meeting with senior government officials in both countries on the action plan and to determine next steps in the process. In short, officials are very keen on the action plan and supportive of it moving forward rapidly in order to support industry competitiveness as well as the vision of their respective leaders. As you will see, many of the dates for project implementation are very short and aggressive, and in many cases will require extensive industry input and consultation.
